1734715 - Lando doesn't know about what it already landed in a stack (anymore?)

Mitch landed D127765 earlier, and if I try to land the stack that contains it, up to D127767, it fails because it tries to land D127765 again, i.e. it doesn't know that D127765 landed.

I'm pretty sure I've done partial landings in the past, but I'm not sure I've done cross-user landings in the past. So I don't know if it's a regression, or if it's an existing limitation due to me not being the person who did the first landing.

In the meanwhile, I cleared D127766's parent, so that I can land the remaining, so what I'm talking about in the first paragraph doesn't match reality anymore.
