The file langenus.xpi has different contents depending on where you download it
from -

eg for Moz1.1
http://ftp.mozilla.org/pub/mozilla/releases/mozilla1.1/windows-xpi/
http://ftp.mozilla.org/pub/mozilla/releases/mozilla1.1/linux-xpi/
http://ftp.mozilla.org/pub/mozilla/releases/mozilla1.1/mac-xpi/

Each file has an up-to-date version of its own en-{platform}.jar, but not the
other two.  This means I have to download 3 copies of a ~600kB file to build a
truly cross-platform langengb.xpi (that has all three "en-GB-{platform}.jar"s
up-to-date).
