Steps to reproduce:

If you enable the "Edit events and tasks in a tab instead of in a dialog window" setting in the preferences, then there doesn't seem to be any way of accessing the event menus. This means that there's no way of setting the time zone of an event.

Right-click in the tab.
Do you have "Event Toolbar" enabled?

Right-click in the empty space next to the Calendar tab.

If you can use Attach New File to attach a screenshot, that might help.

Ah, I see. Yes, I have that menu. It doesn't show any option for setting the time zone of the start and end times.

I would say this bug is a duplicate of 1438117, and adding the "Show Timezones" button from Customize does work.

But then I need to close my Today Pane to see it if I put the button after Delete.

Agreed, lets handle this in bug 1438117.
