I'm guessing there's some missing dependency causing this test to fail on 94 while passing on 95 given the number of dark mode fixes that went into 95. The question is whether we can just accept this as a known failure and annotate accordingly or if there's a real bug pointing at something else we need to backport still.

No, it is expected that these fail on windows in beta. We don't have dark color scheme support there intentionally (if we did we'd have to uplift bug 1733569 and dependencies/regressions). So they just need to be annotated. We don't expose the feature to content by default anyways.
