Steps to reproduce:

1. Click the download menu (when its full)
2. No search box is not there

Actual results:

Search box in downloads menu is not

In example: in Microsoft Edge Chromium search box appear when you click to search icon on downloads flyout

Expected results:

Search box in downloads menu should appear
