Steps to reproduce:
No manual modifications made in session of troubleshoot mode.
- Select an interface language for the profile default-release that differs from the application build language;
- In 'about:preferences#search' page, remove some search engines from the group, so that the resulting situation matches the one illustrated in attachment;
- Switch to a session of troubleshoot mode and inspect the search engines present in the 'about:preferences#search' page. Make a note of it;
- Reopen the profile default-release and select the interface language matching the application build language;
- In 'about:preferences#search' page, inspect the list of present search engines;
- Open the 'about:support' page.
Actual results:
- The lists of search engines exhibited at steps 5. and 3. are identical.
- The list of add-ons reported at step 6. are not synchronized with the ones at step 2.
Expected results:
- The lists of search engines exhibited at steps 5. and 2. to be synchronized and therefore identical.
- The add-ons reported in step 6. to be synchronized with the ones present at step 2.

I'm sorry, but from your steps to repeat, I can't understand enough of what is going wrong. It would help if you can provide concrete examples.
Please can you provide details of:
- which languages you are using to test this
- the
browser.search.regionvalue listed in the preferences section of `about:support - More details about which search engines you are seeing when you don't expect to be seeing them.

Language used while testing: Finnish alone in classic sessions; I assumed American English:
- must be the unique language available for the sessions of troubleshoot mode;
- is the language Firefox Edition releases are built against.
browser.search.region: FI
Actuals results: The lists of search engines exhibited at steps 5. and 3. are identical.
Actual result: The list of add-ons reported at step 6. are not synchronized with the ones at step 2.
