When a tab is open in full screen in an other windows, it hides the taskbar

Steps to reproduce:
After navigating, Open a new tab on an other windows (Ctrl + N)
Press F11 (or Fn + F11) in order to get the fullscreen.
Press Alt+Tab to go back to the others firefox's windows
Actual results:
You see at the bottom, wecan't see the windows taskbar, instead, we can see the bottom of the full screen tab, which hinders the windows taskbar.
Expected results:
We should see the windows taskbar because you are not in fullscreen at this time.
It shouldn't be hinders by the fullscreen tab.

Confirmed on Windows 10 and Windows 11, so it's not a Windows 11 regression.

Generally, this is default behavior, although front end might consider changing things when you flip to a normal window.
