Steps to reproduce:
set "bookmarks toolbar" -> "Only show on new tab"
Actual results:
"Only show on new tab" does not work.
when I open a new tab , bookmarks toolbar not showing, just like "Never show"
Expected results:
"Only show on new tab" does not work.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Is your new tab page set to an empty page? If not, what is it set to?

Without the requested information there isn't much we can do. I'm guessing though that this is a duplicate of bug 1676492.
