Steps to reproduce:

  1. Open a new tab,
  2. Click at customize new tab,
  3. Can't find option to change new tab background.

Actual results:

In new tab is no option to change background
New tab only supports dark and light theme

Expected results:

There should be an option to change background (including import desktop background option).

The Bugbug bot thinks this bug should belong to the 'Firefox::Theme' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
