MacOS 11.6

When attempting to use Firefox over tunnel with MTU of 1280 (Cloudflare WARP) seeing fragmentation of QUIC initial packet, since DF (don't fragment) is not set and packet is 1357 bytes (DF is set on other platforms, e.g. Linux.)

Chrome on MacOS may have the same issue: https://bugs.chromium.org/p/chromium/issues/detail?id=1266117

What version of Mac are you using?

On Big Sur it should be set (at least it was when I implemented it; I will retest it).

Flagging Andy to respond to comment 3 :)
