I never understood why we refresh calendars from the network ASAP after start-up when we have a cache. We should delay for a short time to let other more important things happen first.

This will also mitigate a problem I'm having where the initial refresh is interfering with getting items to display. (See bug 1738867 where I've tried to fix it once already.)
