I can't figure out how to create a new folder below the last bookmark. The new folder always appears just above the last bookmark. That is pretty freaky. Nice catch. Re comment #2 - you have to move the new folder down to the bottom in the manager (don't know about the sidebar). Confirming, changing OS to all as per comment #3
