Details

  1. Have two monitors.
  2. Open a Firefox window on each monitor.
  3. Open a video in one Firefox window and fullscreen it.
  4. Go back and focus the normal window on the other screen.

At this point macOS presents no menubar for the normal Firefox window.

This will be fixed by enabling native fullscreen. You can take it for a spin by enabling the full-screen-api.macos-native-full-screen pref.
