When I use the print properties to adjust the scale the first time, it appears
to work. In that if I leave and reenter the print properties panel the scale
change I made is still there. However when I print the page comes out at 100%.
If I reenter the print properties page again and try to adjust the scale again,
the setting is lost whenever I leave or OK the print properties pannel.

Same problem seen in Netscape 6/7

Steps to Reproduce:
1.enter print -> properties panel and alter scale
2.print page.
3.

Actual Results:  
Page is not printer at the selected scale.
Print-> properties scale settings keep reseting to 100%

Expected Results:  
The printed page should be at the scale I selected.
The scale should be remembered between different print jobs.
Are you doing this in the Prnit Preview toolbar?

This is a known issue, that doesn't have a bug yet (I think) it is a regression
from a checkin to fix something in Linux.

1) Open web page
2) Select File Print Show Details
3) Change Scale to 75% and click Print
Observe: Page successfully prints with set scale
4) Select File Print Show Details 
Observe: the 75% scale is not retained, it is again at default 100%
Note: In Windows 10 the Scale default is Shrink to Fit, changing the value reverts to "Shrink to Fit" Expectation is value selected should be displayed as the new default.
I ended up reworking the whole table with % sizes applied as classes and then was able to scale the page for printing.i was Not sure why the browser was ignoring my print styles regarding the transform. I searched on the internet and found this
