+++ This bug was initially created as a clone of Bug #1714182 +++

[This clone will serve as a meta-bug which we missed filing before, since the barebones implementation landed in the other bug]

As we discussed today in our call, we currently failback to Do53 when network timeouts occur during DoH lookups. We should tune our implementation to failback less often and instead prefer to retry.
