python make_intl_data.py units and python make_intl_data.py numbering both fail when the current working directory isn't "js/src/builtin/intl". All other "make_intl_data.py" targets can be executed from any directory.

Append the absolute path to some file names to allow to run "make_intl_data.py"
from any directory.
