Bug 1738422 updated the internationalisation API to a new version (ICU 70). ICU 70 includes updates to Unicode 14, which means new character data which require more disk storage, and also updates to CLDR 40, which means more localisation data, which also requires more disk storage. There isn't any easy way to reduce the installer size for ICU related data, so we just have to accept the size regression at this point.
