1742987 - Disable webrender on PowerVR Rogue G6110 devices

There have been a couple different issues reported on PowerVR Rogue G6110 devices: bug 1742986 and bug 1717863.

Unfortunately I have been completely unable to find a device with said GPU available for sale (in my country and not at a ridiculous price) - it appears to be used in more esoteric devices (ebooks, TV boxes, hackable screens) rather than common phones.

So I think the best thing to do is switch to software webrender on this GPU.

Due to bug 1742986 and bug 1717863 we are blocking webrender on
Android devices PowerVR Rogue G6110 GPUs. These devices will use
software webrender instead.
