MSIX packages created in automation are done so with the msix-packaging toolchain provided by https://searchfox.org/mozilla-central/source/taskcluster/ci/toolchain/misc.yml.

This toolchain is very useful for developers on Linux host platforms, who can download and use it to build their own MSIX packages.

It would be nice to provide a prebuilt version of this for macOS as well, since so many developers use it.

It's less clear to me whether providing it for Windows would be useful. Microsoft already provides a makeappx.exe that's functional enough for us. Arguably, we could/should replace it with the msix-packaging version to make it consistent with automation, and allow signing through that tool (instead of relying on signcode).
