I'm turning off temporary blocklisting in strict mode in bug 1737198. This feature is currently untested and I don't want to add complexity/undefined behavior in strict mode until we figure out the testing situation. This bug is so we remember to adapt strict mode for this feature once the tests have been figured out in bug 1743022.
