User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:94.0) Gecko/20100101 Firefox/94.0

Steps to reproduce:

Scroll vertically in a container which scrolls in both directions and which has scroll snapping enabled in the horizontal direction.

Reproduction at https://codepen.io/tremby/pen/abyeMQY?editors=1111

I see the issue in Firefox 94 on Linux. I have not tested on other platforms. The issue does not appear in Chromium 96.

It may be a duplicate of https://bugzilla.mozilla.org/show_bug.cgi?id=1699573 and/or https://bugzilla.mozilla.org/show_bug.cgi?id=1567304 but I am not certain.

Actual results:

Scrolling vertically is buggy. The browser fights me.

Expected results:

I should be able to freely scroll in in the vertical direction, without the influence of scroll-snap.

The Bugbug bot thinks this bug should belong to the 'Core::Layout: Scrolling and Overflow' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

The vertical scrolling is not smooth with scroll-snap-type: x mandatory; on my local machine (Fx97). it looks normal on Chrome Canary (version 99).
