Steps to reproduce:
Scroll vertically in a container which scrolls in both directions and which has scroll snapping enabled in the horizontal direction.

I see the issue in Firefox 94 on Linux. I have not tested on other platforms. The issue does not appear in Chromium 96.
It may be a duplicate of https://bugzilla.mozilla.org/show_bug.cgi?id=1699573 and/or https://bugzilla.mozilla.org/show_bug.cgi?id=1567304 but I am not certain.
Actual results:
Scrolling vertically is buggy. The browser fights me.
Expected results:
I should be able to freely scroll in in the vertical direction, without the influence of scroll-snap.

The vertical scrolling is not smooth with scroll-snap-type: x mandatory; on my local machine (Fx97). it looks normal on Chrome Canary (version 99).
