Firefox should have a built-in option to block GDPR alert animations

Actual results:
The page animates loading the GDPR alert, and if I hit escape to kill it, animates unloading the GDPR alert.
Expected results:
No @#$% animation.
There are a number of add-ons to block the GDPR alerts. But the add-ons require a lot of browser info. Some list "Access your data for all websites." A built-in option to deanimate or block these alerts may be useful...
(Of course, if people have trouble with animation, we may have trouble with about:preferences too.)

The Bugbug bot thinks this bug should belong to the 'Toolkit::Add-ons Manager' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
