174373 - Automatically Bookmark Most Frequented Sites

This is a a feature request. Often users, for one reason or the other, will not
go through the trouble of bookmarking web sites that they visit often. Some
notes below:

- This feature would keep an easily discoverable list of the web sites that the
user visits most frequently. The list will be dynamic, based on the user's
recent browsing habits.
- This feature would be off by default to avoid any privacy issues.
- The location of this list could be a folder on the Personal Toolbar, or as a
menu item in the Bookmarks menu, for example.
- Engineering could take advantage of History and keep track of what sites a
user most frequently visits. 
- Preferences for this feature could include the ability to decide how many
bookmarks are kept and/or how many days worth of history to account for when
deciding most frequented sites.
