1744366 - Add a favicon to about:config and about:about

about:preferences has a favicon, chrome://global/skin/icons/settings.svg but about:config is left without one. It feels kinda naked. Some other About pages are missing favicons too but about:config is probably the most used among them.

Imo settings.svg would be the best existing icon to use, but a new icon could be made to differentiate it from about:preferences. The attached icon is the one I use. That's from google but I can make something similar that's more in line with the proton icon conventions.

about:about would also benefit from getting the same branding favicon as some other system pages like about:profiles and about:welcome, since it's basically a catalog for all of them. about:devtools could one of several devtools icons.

some icons also use the firefox logo when there are more specific icons they could be using. for about:logins, there is a login.svg ready to go. and I suppose about:downloads could use downloads.svg and about:support could use help.svg

I think it might be impossible to add an icon to about:downloads since it's DOCTYPE window so I'm skipping that unfortunately. I'm waiting for feedback on changing about:logins icon from the firefox logo to login.svg. So right now it's just about:config and about:about.
