We should have telemetry about this from the release channel as well, to be able to make a decision about whether or not deprecating and removing the "session only" option from the exceptions manager of the network.cookie.lifetimePolicy.

• User impact if declined: We want to measure how many users explicitly set the cookie permissions for specific sites to be session only in the exceptions manager of the network.cookie.lifetimePolicy. This data will help us decide whether or not this feature is used at all or can safely be deprecated and removed in the process of deprecating and removing the network.cookie.lifetimePolicy.

• Risk to taking this patch: Low
• Why is the change risky/not risky? (and alternatives if risky): We are only switching a telemetry probe from opt-in to opt-out, no harm should be done. We also checked with willkg who approved the request for data collection renewal. He had no concerns about this uplift, data-review wise, as well.
