As of recent trunk builds the way resizing is handled for the frames inside of
the 3 pane UI has changed in a way that I think most users will find to be a
regression: the horizontal size of the mail accounts/folder list frame grows
when the window is made larger, when some people expect it to remain constant
(since they usually set it to the necessary width needed to view their longest
folder name)

Reproducible: Always

Steps to Reproduce:
1. Open mail/news, make sure window is not maximized and of a size relatively
small compared to the maximized view (to really bring out the problem.)
2. Make the mail accounts/folder list frame your desired horizontal width.
3. Maximize mail/news window.

Actual Results:  
The mail accounts/folder list frame size grows horizontally.

Expected Results:  
Leave mail accounts/folder list frame at same width, so that the thread pane and
message view can take advantage of the extra real estate, not the folder list.
