I discussed this with Daniel Berry from DS the other day, and his take was that this seems like reasonable behavior and perhaps wants to be WONTFIXed...

Every enrolled experiment and rollout should be considered as active regardless of whether an experiment configuration supercedes a rollout configuration. Closing this as WONTFIX.
