Details

The rollout implementation allows for experiments and rollouts to co-exist. Experiment values will take precedence over rollouts so when doing a force enrollment for testing we should notify you that such a conflict exists to ensure the behavior is not surprising.
This is also important because when force enrolling in an experiment we remove any conflicting experiments so people might have different expectations.
