file -> open location only selects the location bar. If this is on purpose, it's terrible UI. Otherwise, it should be removed or the dialog rehooked up. (personally I'd like to see only 1 open item in the file menu).
The intuitive "Open web location" dialog is displayed if you choose not to display the location bar. I agree that the dialog should always appear when choosing this menu item. I don't know which is best, either the keyboard shortcut for this menu command should be removed (so that Ctrl+L still only selected the location bar), or Ctrl+L should be used for the dialog and Alt+D (for example) could be used to just highlight the location bar. I am sure a lot of users would appreciate the Alt+D shortcut, regardless of what Ctrl+L should do.

Ah, I see. Allow me to suggest what I suggested for Mozilla-proper some time ago. Lose both File->Open [foo]... items. Add one item: File->Open... accel+O This brings up the current open web location, which is a terrible misnomer, since it has a "Choose file" button. It also is superiour to the direct "Open File" since it allows you to select a new window/new tab target for the URL. It might make sense for accel+L to still trigger this if the URL bar is not shown, since it would otherwise be a no-op.
This is not a bug. This is as designed.

I won't reopen, but please reconsider. That is not sane UI. It took me 5 tries to realize something was actually happening, and the menu item wasn't a complete no-op.
