The pull-down edit/change-owner capability is not something that we regularly use and test, so please disable it for CAs and for root store operators. All users should have to go into the record/Case to make a change to it, so that the change happens through the normal and tested work flow
Testing:
Currently, for intermediate certificates CAs can use the pull-down in the 'CA Owners/Certificates' tab view to Edit the record or to Change Owner.
And in the 'Cases' tab view, CAs can choose to Edit or Change Owner. The CA can even change the Status of a Closed Information Update Case in this manner, without the Case going through the expected work flow.

From Poonam: Salesforce uses profiles to control the permissions (new/edit/delete). The profile permissions apply to the page layouts as well as list views. In the new Lightning version this behavior cannot be changed for internal users . But for community users we can use CSS override and hide the list view action buttons. I have made this change in the sandbox. Please review it once before it is moved to production.
I have tested the change in Sandbox, and it looks good. Please move the change to production.

I still want to disable the pull-down menu for internal users as well, so I'll leave this bug open but lower the priority.
(It appears that Salesforce does not currently provide the ability to hide the pull-down menu for internal users.)
