this really isn't a dup, or even be depended on bug 160347. chris is no longer
the qa contact on Layout, and has new things to work on... i'd rather just get
this bug fixed so that he doesn't get the bugmail that Layout generates.

and I have agreed to hold the update of XML component for a few days until we 
get it assigned to someone in our group.

Rakesh Mishra is the QA owner of the XML test area.  The default QA contact for
XML component needs to be updated to:
