Treat Completed Cases as Closed for the "Open Cases" views

In the Cases tab, the "All Open Cases" view also lists all of the "CA Information Update Request" cases that are Complete. Those "completed" cases should be treated as closed, not open.

Also check the "My Open Cases" view for CAs -- the "completed" cases should not be listed as open.

Note: In the other Case types, there is "Case Request Status" and "Status". For example, for Audit Update Request cases, the "Case Request Status" will get set to Complete, but the Status will get set to Closed. But for "CA Information Update Request (Non-Audit)" cases, both the Case Request Status and the Status get set to Complete.

Priority: P2 → P1

Made code changes to set the Case Status to "Closed" when "Case Request Status" is set to "Complete". This change was done only for Non-Audit cases. Also updated 8 non-audit cases to show the correct Status.
