Steps to reproduce:
1: Visit a website that doesn't save properly.
2: Save webpage as complete.
3: It doesn't work. I did try with all add-ons disabled.

This is a long standing problem.
I'm going to test with FF nightly so I can see if it's still there.

Just tested with nightly: 97.0a1 (2022-01-03) (64-bit)
The problem persists with a fresh config without any add-ons even installed.
Perhaps irrelevant, but you can typically get FF to save the webpage as complete if you hit the "retry" button in the Downloads drop down. However, this causes the webpage URLs to point to the original site, not the XXX_files directory. It is unclear if FF got all the URLs into the XXX_files directory in this case. On occasion, if you save the webpage again, after retrying, it will save correctly. But this is very infrequent compared to the amount of incorrectly saved webpages on the web. So it's not a viable work-around.
How do I change the FF version info above? This isn't just an older ESR FF version problem now.

I managed to reproduce this issue on all OSs using the latest Nightly, but it's highly intermitent.
I believe this is a duplicate of Bug 1726362 and I'm marking it accordingly.
