Once bug 1746598 lands we want to remove the privatebrowsing Nimbus feature entirely and rely on ASRouter for message routing.

Priority: -- → P2

Pulling this back in to 98 to verify that we will be able to run the VPN 98 experiment if we don't land this until 99.
