They block update tests, Windows jobs can get stuck for hours on end, and they provide very little value since QA has to test the builds before we ship anyway. Let's turn them off on Release and ESR. They can stay on Nightly and Beta where builds get shipped without QA testing first.

They're kept for nightly, beta and release-rc as those are shipped
before QA manual testing.
