A few bugs piled up and break building. Bill already fixed them.

Bug 1747228 Fix OSX bustage on builds with sandbox disabled.
Bug 1747332 configure creates a virtualenv in the source directory when running it in the source directory.
Bug 1747165 - Replace TK_FLAGS/TK_LIBS with MOZ_GTK3_FLAGS/MOZ_GTK3_LIBS.
Bug 1747756 - Move Windows system libraries from LIBS to moz.build.
