This needs an option for glean::initialize as well as become part of the build.rs code generation

Priority: -- → P3

Let's defer this until after bug 1749493, but probably even until we have UniFFI.
We don't yet have a good story how to invoke the glean_parser for Rust projects.

Adding this API however can be separate from that.
