about:READER brings up a broken page by itself or with any URL

If you type about:READER, you get a broken UI instead of a blank page (same if you pass a URL).
Similar to other about:protocols, case shouldn't matter with the word READER. We should work the same in that case as with about:reader

Why do this at all?
There are a LOT of checks relating to the URL, https://searchfox.org/mozilla-central/search?q=about%3Areader , and we'd have to update all of them, and then fix whatever else is still broken, to make this work. I don't see the point.

There might not be a point, but it's a bug, so I reported it. I found it while investigating other things.
I don't recommend making about:READER work, but we could probably at least not show broken UI.
