Pref off network.cookie.sameSite.schemeful in Firefox 96

Due to reports of site bustage caused by enabling the network.cookie.sameSite.schemeful preference in the Firefox 96 release, disable the feature via Normandy to un-block the release.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
