input any text in search box(not url search),
use mouse to select text or click to move caret
Actual results:
can not use mouse to move caret or select text
Expected results:

I wasn't able to reproduce this issue on my end, the screen-recording you've attached doesn't show anything, could you maybe create a new one and attach it below?
Also, please check if the issue also occurs in troubleshooting mode. Here's how:

It might be your because of your profile, could you check if it works on a new profile?

In addition to trying with a new profile as Peter suggested, could you please check if there are any errors in the browser console? Not the web page console but the browser console, which you can open from Tools > Browser Tools > Browser Console.
