Cannot downlaod file with Mozilla 1.2beta and 1.2 beta downgrade to 1.1 problem

My configuration and steps to reproduce the problems:
A. 1.2 beta download issue-
1. Pentium-III PC running Tradictional Chinese Windows 98se, with IE 5.5 SP2 and
DirectX 8.1.
2. Upgraded to Mozilla 1.2beta (/w full talk-back enabled install) from 1.1 by
first uninstalling 1.1 and reboot.
3. After the upgrade, 1.2beta can access to Internet and browse web page without
probelm.
4. However, 1.2beta cannot download any files. Tried on several web site which
including www.palmgear.com and www.mozilla.org.
5. When I click on the link, 1.2 beta will report cannot save file to
C:Tmp\xxxx.yyy, where C:\Tmp is my temporary file folder location and xxxx.yyy
is a random file name. The problem does not occur in 1.1 and early version.
B. 1.2beta downgrade to 1.1 issue-
6. Then I downgrade back to 1.1 by first uninstalling 1.2beta and reboot.
7. After the install, Mozilla slash screen appear but the main browser doesn't
comes up. The PC is not locked but just the browser never started.
8. Repeated several times to install 1.2beta and 1.1 and the result are all the
same.
9. Finally after I manually removed all the files in the Mozilla's program
folder (with the exception of Plugin folder) and then reinstall 1.1, Mozilla 1.1
come back to live.

a) downgrade is unsupported
b) you can fix this if you delete the file "compreg.dat" after you uninstalled
1.1 and before you want to install 1.2b
(installing in a complete directory is always the best way and you should avoid
such problems)
c) ALWAYS search before you file a bug. This one is VERY easy to find (today
already 10x reported)
