Similar to bug 1421766 but for the WebSocket port of WebDriver BiDi.
Once we write the file (bug 1749673) to the profile we can read it similarly to Marionette and allow Firefox to pick a system allocated (free) port.

Given that this would be helpful for Selenium integration lets try to also get it uplifted to 97 beta.

Sorry, the patches were actually meant for bug 1749673. I mixed up the bug numbers again. To solve that let me flip both bugs.
