1752032 - FF restores the previous session even though that option is disabled in preferences

Steps to reproduce:

1. open one or many websites
2. close the browser by the top right X button or using the middle mouse click
3. start the browser again

Actual results:

the tabs from the previous session will be auto restored even though the startup behaviour ISN'T enabled to restore previous windows/tabs

Expected results:

FF shouldn't start the previous tabs/windows if the specific option is disabled.
i only started experiencing this after updating to v96. the weird thing is that there aren't any crash report that could somehow trigger this.

forgot to add that it's kinda random. it usually happens 3out of 10 times that i'll open the browser during the day.

its interesting because on one of my windows10 machines using Release 96.0.1 i was not able to reproduce but got a session restore screen after closing and launching firefox 3 or 4 times so i opened another bug. And on my other windows 10 machine i was not able to reproduce any issue.

Does this issue occur with a fresh profile? you can find the steps here:

Does this issue occur in the latest nightly version of firefox using a brand new profile in order to not mess with the original profile?
