Steps to reproduce:

Load page
See favicon
Load other pages or launch another app
Revisit browser after a few minutes
Favicons have disappeared so user doesn't know what websites are already open in tabs

Actual results:

Favicons have disappeared so users don't know what websites are already open in tabs

Expected results:

Favicons should persist so I users know what websites are already open in tabs
