Filing a meta bug to track Linux-specific overscroll issues and the eventual enablement of the feature (currently behind the pref apz.overscroll.enabled) by default on Linux.

Filed bug 1899918 to track enablement on Nightly. I would like to leave the feature on Nightly for a couple of releases before letting it ride the trains.

The two Linux-specific overscroll issues that we are aware of are bug 1810935 and bug 1686147.
Bug 1810935 is now fixed.
Regarding bug 1686147, I've been dogfooding overscroll on Linux for around 3 years now and I've never run into it. I'm not planning on blocking nightly enablement on it (and maybe not release enablement either, depending on whether we get feedback about it from nightly users).

Overscroll has now been enabled by default on the nightly channel for about 6 weeks, and we have not received reports of any related regressions.
Per discussion with the team, assuming we continue to see no regressions for the remainder of the current (130) nightly cycle, we are planning to let the feature ride the trains with 130.

Release Note Request (optional, but appreciated)
[Why is this notable]: Enable overscroll animations on Linux.
[Affects Firefox for Android]: N/A
[Suggested wording]: Enable overscroll animations on Linux as that default boundary action of a scrolling area.
[Links (documentation, blog post, etc)]: The overscroll-behavior documentation has a section that describes the default overscroll behavior https://developer.mozilla.org/en-US/docs/Web/CSS/overscroll-behavior#description

Thanks for the ping. Added a relnote request. Feedback and critiques on the wording are very much welcomed.

Thanks. Let's go with "Enable overscroll animations on Linux as the default behavior for scrollable areas." for now and if this isn't clear enough, we can update it later for beta and final release notes.
I am keeping the release note request flag open until we have it added to our final release notes.
