In the 'Tools' menu, it is impossible to select what the Pop-up Manager should
do, because the three choices are inactive.

Reproducible: Always

Steps to Reproduce:
1.Go to a web-site.
2.Pull down 'Tools' menu.
3.Open 'Pop-up Manager'.

Actual Results:  
The three choices are dimmed and cannot be selected.

Expected Results:  
The three choices should be active.

Classic theme. Mac G3 (old beige), OS 9.2.2

Same problems as you and filed bug 174985. Doesnt make sence. Reopen this one if
you disagree that this is a dupe.
