Sync web-platform-tests PR 32597 into mozilla-central (this bug is closed when the sync is complete).

Move some of the table-specific tests out of fast/multicol/ and upstream
them as WPT.

Those that are purely about block fragmentation, and don't depend on any
multicol specific features are placed under css-break/table/ , while the
others are put in css-multicol/table/ .
