Steps to reproduce:

1. Open Firefox
2. Set layout.css.devPixelsPerPx = 1.5
3. Close Firefox
4. Reopen Firefox

Actual results:

1. Toolbar and browser window are properly scaled after initial value change
2. After restart, browser window is properly scaled but toolbar is no longer scaled

Expected results:

Toolbar and browser window are properly scaled after initial value change, and after restart.
