Steps to reproduce:
In macOS System Preferences, I assigned the keys F13, F14, and F15 to cut, copy, and paste, respectively. But it doesn't work in Firefox! But it works great in Chrome and Safari, and in any other application.

This may or may not be a duplicate of bug 1333781. It might be that we don't forward "F" keys to the OS at all, will need to verify.
