When the document is scrolled with the mouse wheel or the keyboard, the onscroll event for the body element does not fire as it does when the document is scrolled using mouse dragging the scrollbar. I will attach a test case since I currently do not have a publicly available webspace.

This is a very basic test case which shows the number of times the onscroll event has been received and where the document is currently scrolled to. When scrolling using the scrollbar, the events fire as expected. However, when scrolling using the keyboard (Page Up/Page Down/Space) or when scrolling using the mouse wheel, the events are not fired. The words "OnScroll!" appear in the upper-left-hand corner when the scroll event is fired, as well as the status bar being displayed.
